Code Description:
No person shall own, keep or harbor any animal that unreasonably annoys humans, endangers the life or health of persons or other animals, or substantially interferes with the rights of citizens, other than their owner’s, to enjoyment of life or property. The term "animal nuisances" shall include, but is not limited to any animal that: Causes fouling of the air by noxious or offensive odors resulting from the accumulation of animal excrement and thereby creates unreasonable annoyance or discomfort to neighbors or others in close proximity to the premises where the animal is kept or harbored because of the failure to keep the animal’s pen, yard, lot or other enclosures in a sanitary condition and free from preventable odors. Due to the number of animals being kept, there is a large amount of waste built up in all areas of the property. This is causing odor and sanitation issues that must be resolved.

Code Description:
It shall be a violation of this Subchapter for any owner, keeper or harborer of any animal to fail to remove any excreta deposited by the animal within the City on public walks, streets, cemeteries, parks, recreation areas or private property belonging to another. Due to the number of animals being kept on the premises, there is a large amount of waste built up in all areas of the property. This includes pens/enclosures, as well as the yard where the free range animals are. Clean all waste in these areas to avoid further citations and fines.

Code Description:
It shall be unlawful for any person in charge of any animal to fail, refuse or neglect to provide such animal with food, potable water, adequate shelter as defined hereinabove, shade when appropriate, and health care. There are many animals on the property that were observed to not have adequate food/water and shelter. The rooster and chickens in cages as well as all of the rabbits, had no visible source of clean water and/or food. Due to the number of rabbits in each enclosure and the state of which those enclosures are maintained, they would not be considered adequate shelter for the animals.
