Code Description:
No person shall own, keep or harbor any animal that unreasonably annoys humans, endangers the life or health of persons or other animals, or substantially interferes with the rights of citizens, other than their owner’s, to enjoyment of life or property. The term "animal nuisances" shall include, but is not limited to any animal that: Goes upon any property or premises not owned or occupied by the person who keeps, harbors or owns the animal. One large hound type dog residing at this residing was picked up around Fairview Cemetery after running at large off its property unsupervised. According to shelter staff the dog has been turned in by both animal protection and citizens from running loose 4 times in the past two weeks. Please make immediate corrections to avoid further citations and/or fines.

Code Description:
It shall be unlawful for any person in charge of any animal to fail, refuse or neglect to provide such animal with food, potable water, adequate shelter as defined hereinabove, shade when appropriate, and health care. Upon impoundment from running at large, the dog was observed to have a severe flea infestation with highly irritated skin pink in color and active scratching from suspected discomfort. There appeared to be raw scratch mark areas all along the dog's body surface. The dog also appeared thin with visible lumps on the body and appeared in need of vet care and evaluation.
