It shall be unlawful for any person in charge of any animal to fail, refuse or neglect to provide such animal with food, potable water, adequate shelter as defined hereinabove, shade when appropriate, and health care. A dog living at this address was found in poor physical condition. The dog was severely matted and had fecal matter caked to its hind legs and rear end. There was also foliage matted in the dogs coat under the armpits causing irritation as well as, maggots crawling in and around the dogs genitalia. The dog had a body condition score of a 2 at the time of being impounded to the humane society.
