1.) ZO Article 3, Section 3.2 - Site Work Permit and Building Permit – It shall be unlawful to begin the construction of any structure or to begin the moving or alteration of any structure or begin or change the use of a premises until the Building Inspector has issued a site work permit (if required by Sec. 3.12.5) and a building permit.
The roughly rear two thirds of the premises was converted to industrial use, prior to the issuance of a site work permit, as required in Section 3.12.5.B, outlined below. Carports were added to the property, prior to the issuance of a site work permit and building permit.

2.) ZO Article 3, Section 3.12.5. B - Site Development Plan Required - Prior to the issuance of site work permits or building permits, a site development plan shall be reviewed by the comprehensive development review committee for any new industrial development, regardless of the area disturbed.
The roughly rear two thirds of the premises was converted to industrial use, in addition to gravel areas being added to the site, before approval of a site development plan, and before issuance of a site work permit.

3.) ZO Article 5.2.4., Section H.1.3 – Commercial Use Categories – Vehicle Repair. Vehicle Repair firms service or repair Class 1 through 5 vehicles. Generally, the customer does not wait at the site while the service or repair is being performed. Examples include vehicle repair, transmission or muffler shop, alignment shop, window tint shop, auto upholstery shop, auto detailing, vehicle body work (that does not include any outdoor storage of parts or vehicles) and tire sales and mounting.
ZO Article 5, Section 5.1 – Use Table – Waste-Related uses are not permitted in HB and LI Zoning Districts:
ZO Article 5.2.5., Section E.5.c. – Industrial Use Categories – Waste-Related. Waste-Related uses including any place of business where junk motor vehicles, machines or other similar scrap or salvage materials are parked or otherwise located including salvaged automobile parts, heavy equipment, steel or metal; wholesale or retail material recycler; wrecking service or operator; salvaged office or household equipment.
Vehicle repair is only permitted in the HB and LI zones, if there is no outdoor storage of parts or vehicles. The existing outdoor storage of junk motor vehicles and vehicle scraps/salvage parts are classified as a waste-related use and are not permitted in the current HB and LI zoning districts.

4.) ZO Article 4.6.8., Section E.9. – General Commercial Development Standards – Parking Surface. Drives and parking areas must be paved with concrete, asphalt, brick pavers, or similar permeable solid surface paving material.

ZO Article 4.7.3, Section E.3. – General Industrial Development Standards – Off-Street Parking & Loading - Parking Surface. Drives and parking areas must be paved with concrete, asphalt, brick pavers, pervious material or similar permeable paving material.
The existing gravel drives and parking areas are not permitted in the current HB and LI zoning classifications.
