Bowling Green Earns 14th Consecutive Distinguished Budget Award for Excellence in Financial Transparency

For the 14th consecutive year, the City of Bowling Green has earned the Government Finance Officers Association’s Distinguished Budget Presentation Award, reflecting the City’s ongoing commitment to excellence, transparency, and the highest standards in governmental budgeting.
BOWLING GREEN, Ky. - For the 14th consecutive year, the City of Bowling Green received the Government Finance Officers Association Distinguished Budget Presentation Award for its budget.
The award represents a significant achievement and reflects the commitment of the governing body and staff to meeting the highest principles of governmental budgeting and transparency.
“We are excited and honored to receive the Government Finance Officer’s Association’s Distinguished Budget Award for the City’s FY2026 Annual Operating Budget Document,” Bowling Green Chief Financial Officer Erin Ballou said. “This marks the 14th consecutive year the City has received this award and the first year special recognition for the presentation of performance measures has been earned.”
The Bowing Green Finance Department had to satisfy nationally recognized guidelines for effective budget presentation. These guidelines are designed to assess how well an entity's budget serves as:
- a policy document
- a financial plan
- an operations guide
- a communications device
Budget documents must be rated "proficient" in all four categories, and in the 14 mandatory criteria within those categories, to receive the award.
“Staff across the entire City work diligently to plan, prepare, and execute the budget process each year and that effort cumulates into this Budget document. This award is a stamp of excellence showing the City has met the highest principles of governmental budgeting and is dedicated to providing transparency through high quality financial documents,” Ballou said.
